-GTX 750TI 2gb(bought 2 year ago)
-motherboard giagabyte h61m-s(bought 6 month ago)(old motherboard is same it got damaged used 3 year)
-SMPS (PSU) 450w local umax

Used same build for 2 year for fine
But now it got strange problem when i turn on pc it turn on with high fan spin(all fan including psu, gpu, cpu) and restart after 2-3 seconds it repeats for about 10-20 times but some times i need to turn off power supply after continuous restart it turn on and boot to windows 10 normally so please help is there any problem with my pc i am afraid if something is burning inside my pc i got no money to fix please help.

Edit 1--I always got bios error so i need to change ram voltage every time after changing to new motherboard

Is temperature affects this ?or any component failure??

Solution
My problem is fixed completely i just tested for 1-2week

What i just did was
-remove cmos battery for 1 hour
-then turn on pc without battery after turning on it shows bios resetted i boot normally
-just put the cmos battery and its booting fine till now

Till now no problems i think there was a problem with bios settings

Which fan? CPU, PSU, other?

May be some overheating issue.

Have you cleaned the inside of the case?

No dust, dirt, debris or cables interfering with air flows...

Could be a failing PSU - can cause all sorts of problems.

Or maybe just a loose fan connector....

Open the case and inspect. Check all connections, cards, chips, jumpers, etc.. Ensure that all are properly and fully seated.

I tried cleaning and reconnected all parts one by one but still it has problems

The problem only appear at 1st turn on of each day also if i turn off for more than 12 hours this problem appears

Is this problem related to battery but i checked it no problem with battery

Any solution anybody??

Use the built in logs to look for error codes and warnings.

Reliability Monitor and Event Viewer are good places to start looking.

Look for some common pattern of error codes, warnings, or even "informational" that are logged just before or at the time of the 1st turn on each day.

It may take you some effort to learn the logs so just take your time to explore and read.
