GTX 1060 6gb low usage low fps, bad prefformance

My friend recently bought almost identical PC as mine except that he has I7 xx.. processor while i have I5 6600k 4.2 ghz oc. 16 gb of 2400hz ram.

Example we tested warframe PC game. well known game. I have constantly fps issues in other games while my gpu usage is as low as 20-40% and pushing poorly 50-60 fps

His PC with that GPU he has 95-100% usage and around 150+ FPS and cpu usage around 40 (same as mine skylake)

Is it possible that i just bought bad version of GPU that "unlucky" product? I've seen lots of threads about that same problem and i haven't seen any answer that would help me solve this problem

EDIT: forgot to mention i've reinstalled windows around 5 times past months as i'm trying to fix this problem and i haven't find any solution. Even after reinstalling windows, downloading drivers and installing single PC game without anything else and i still had the same problem

Is your power options set to High Performance? Control Panel -> System and Security -> Power Options -> Show Additional Plans -> High Performance and reset your computer. Also, how many watts does your psu have? That might be the problem.

i have googled "GTX 1060 6gb low usage, bad preformance" clicked around 20 forums and i couldn't find solution, i've done:

Flashed bios, updated critical firmware, set high preformance in nvidia control panel, switched ram from single to dual, reinstalled windows 5 times atleast as i've been trying different sollutions which never helped, PSU is 750W less than my friend has with 10x better preformance.

Every time i reinstalled windows i downloaded lastest stable nvidia driver

I just don't understand why my GPU is not pushing max preformance and max fps as possible while using 100% or atleast close to that. I'm not saying that 110 fps is not eough but in main menu 30% usage, while friend always workas at 80% and pushing as much FPS as possible.Ž

This is how it looks almost with every game when i alt tab: https://imgur.com/a/IvZXe7n in this example i had 75FPS while my friend had 90% usage and around 150 fps +

how can i have vsync if i have 110 fps? isnt vsync locked to 60fps only?

You said that yours is stuck at 50-60fps, but your friends is 150fps?

in main menu i have 110 while friend has around 300 or something. that was in the game it is worse there and funny thing, loading screen causes GTX to go close to 100%, when actually playing i am stuck at 40, 50% absolute max usage

doublechecked again in nvidia controll pannel and in game and turned it on/off again, when i turned it on i had max 60fps and also worse preformance for some reason

i've been battling this problem for half a year and whenever i go, people suggest things to do that are on first page when searching on google "GTX 1060 bad preformance" i'm still in the dark and don't know what to do.
