Keyboard acting very strangely

So seemingly at random earlier today my boyfriend's keyboard stopped working. Basically all letter keys work, but some other keys do something completely different. He's running the newest version of Windows 10. Examples:

-Ctrl on the right side closes any window you're currently using.

-Ctrl on the left side toggles mute.

-"/" puts the computer to sleep.

-"p" opens mail.

-The windows key shuts the computer down.

Everything happening is very consistent. We've tried a ton of different things. We've tried:

-Restarting the computer

-uninstalling the keyboard drivers

-uninstalling the USB drivers

-updating windows, drivers, etc.

-making sure the keyboard language is US English

-opening the on screen keyboard and checking if everything did as it should there

-changing keyboards (3 times, 3 different keyboards).

There might be something I'm missing, but basically I Googled the fuck out of this issue and nothing seems to be working. I figure our LAST case scenario is a reinstall of the OS, but I really don't want to risk any of his files going missing, and we don't have the external HD to back them all up. Any help would be appreciated, and I'm also not opposed to troubleshooting. If anyone has ANY ideas I can try them, and report back as soon as possible.

Just tried this, and it was already using an English QWERTY layout.

Also, I just tried what I should have done earlier. We started in safe mode and that fixed the "p" key (it doesn't open mail anymore) but the right Ctrl button still closes the currently opened window.
