I have a Asus
Z97-P Mobo.
Intel I5 4460.

I have a number of diffrent sizes and makes of ram but the BOIS and Windows will only recognise a fraction of the ram size.
I know that the Mobo caps ram at 8GB for each slot however it seems to only read some of any stick I put in there.

6GB is read as 2GB

8GB is read as 4GB

16GB is read as 6GB

tested all my ram sticks on another PC and found no issues, the other PC read all cards fine.
tested all slots on the Z97-P and saw no change.
tested the voltage of the ram to no effect.
removed the CPU and inspected it for damaged pin, there were none.
reset the CMOS.
reset the BIOS setting back to default.
updated all drivers.
tested with alternative PSU.
Re-installed the OS again.

I've run out of ideas here, is my mobo just screwed?

How about the chipset driver? it comes with the SMBus controller driver, which relates to processor, PCH, and memory modules, etc.
Also may try update the MB BIOS too, if the MB does not have the newer version (2907). https://www.asus.com/us/Motherboards/Z97P/HelpDesk_BIOS/
