Hi im Keysi and i think i ran into the problem u might know guys

i just built new pc and i have cpu i7 8700 3.7 32RAM and 2 graphic cards 1080 ti 11g with 9 coolers in my pc and i think my pc is not getting enought energy to power it and its not working well i noticed the cooler on graphic cards are stopping and i can hear my pc crying and its very hot and i have power supply EVGA SuperNOVA G3 850W. Is that a problem or it might be something else ?

so i should put in better power supply ? like 1000 or 1200 for example ?
 
The fans on your GPU are supposed to stop and start. Sometimes depending on what im playing, my 970s fan doesnt even turn it. Its a feature, not an issue. And the whining you hear is most likely coil whine. It comes from the GPU and I dont beleive its fixable. Never had it, so dont know.
 
A quick check on PCpart picker indicates that you need about 718W to power the system. Assuming a 25% power buffer you'd ideally want about 900W continuous. The 850 is borderline for that PC. I'd say a 1000W would be right about where you want to be for that system.

okay but it feels strange to me bc i have 2 GPU and they are both same and 1 is rotating all the time and sometimes it stoppes a little but second one is not rotating at all and sometimes it does for few seconds..

when i had 1 GPU i was between 200-300 and even above and now when i have 2 GPUs fps doesnt get close to 300
