Ryzen 5 2600x idle temps jump then slowly decline

I've recently build my pc and have installed the ryzen 5 2600x on a new msi x470 gaming plus motherboard.I was using HWMonitor to watch temps while i game and while i just plain do nothing and every about 20 seconds the temperatures jumps like 10c and slowly decline. This happens as well with gaming but its slowly creeps up after it drops back down the 10c it jumps. My idle temps are about 45c and while playing a game like World of Warcraft it creeps up to about 70c and just jumps up and down from there. Is this normal or does this sound strange to you like it does to me.

I did some research on this and found out a few things:
1) Ryzen wraith spire cooler is good but not that efficient. Overclocked Ryzen cpu can reach 89C peak on this cooler.
2) MSI cooler is great alternative but I don't see a major advantage over cheaper 212x.

You can buy that MSI cooler, but you can also instead buy cooler master 212x which gives similar or better performance for less money. Max temps reached...

so i was playing fortnite earlier and it peaked at about 83c that would still be considered safe right i dont need to worry about it?

while in the heat of the moment and a tad bit of panic yesterday i decided to buy this heatsink to replace the stock one i currently have.

You can buy that MSI cooler, but you can also instead buy cooler master 212x which gives similar or better performance for less money. Max temps reached only 68C on 212x on Ryzen 5 1600 OCed to 4Ghz, while it was ~78C using MSI cooler using i7 6700k OCed to 4.6Ghz. The 212 evo which is a lower variant of 212x also performs good.

You can save some money by getting CM 212 evo, or spend some more on CM 212x. TBH I don't think MSI cooler is a good investment when other CPU coolers give similar or better performance for less.

Both Ryzen 5 1600x and 2600x are 95watts CPU and these coolers should give nearly identical performance on these two CPUs.
