GPU wont work after i changed its thermal paste

So im using a r9 380x ... and after i changed its thermal paste .. and cleaned the dust out that THING wont put out any display ... i tried unplugging ram reseating it . Dunno what to do anymore

Update : The PC boots and works .. and when i change to internal gpu it puts out display
 
Solution
You might try removing the cooler again, and making sure you didn't get thermal paste on anything around the GPU that you shouldn't have. Some thermal pastes can conduct electricity, and could potentially be shorting something out. What kind did you use?

Ok i did a CMOS reset ... and nothing changed... card fans spin... no output ... is it dead... cuz if it is ... well im screwed :/

Everything is connected as it should be... there is no reason for the damn peice of plastic not to work... it spins fans..the hdmi is connected but windows wont even recognize it .... neither my mobo i plugged another card in there ... and it works . So, its not the pci-e slot . I think i actually killed that damn thing

AG Silver ... thermal grease .. there is some thermal grease stains around the chip but dunno how to clean them properly . Also the thermal paste is conductive 3.5 kw or something i dont remember m/kw it was something with M and Kw

Update : 3.8W/mK is what it says on the front . Also here is a link to an image . https://i.ebayimg.com/images/g/BtMAAOSwUlxaA2EE/s-l300.jpg . By the way the stains never really affected my gpu ... i had them since long time

They are referring to "thermal conductivity" there, as in the ability to conduct heat, not electricity.

They do also mention a high dielectric constant though, which I believe should imply that it conducts electricity. You might check to make sure that it didn't squeeze out over the edges of the chip onto surrounding capacitors or anything. To clean it off, you might use isopropyl alcohol and perhaps cotton swabs (Q-tips).

Opened the gpu again and guess what... there was a small fat stain of thermal .. i cleaned it with some saliva and cotton slab and it works ... ohh my god thank lord
