CPU Problems with my 1070

CPU problems when paired with my 1070.

Just got a new laptop, I've got some issues with performance where im struggling to get 50 frames on medium with unigine. After using MSI Afterburner, It shows my GPU is at 99%, and my CPU is at 19%. Core 1 is at 90%, core 3 is as 30%, and the rest are at 1-5%. Both components are at 60 C
I've got all the latest drivers, and everything is in high power mode. I should be getting a lot higher on extreme based on others scores, but I'm obviously not. There is no fps difference when changing graphics. Why is CPU acting weirdly and what can I do to fix this? Any suggestions? I should also note this is a laptop, not a desktop. (First time owning a laptop)
Also, just realised my CPU is maxing its clock speed at 798 MHz. Why?

i7 6700hq
GTX 1070
8gb DDr4 (2x4)
Windows 10

Hey everyone, I will address you all in one swoop because I'm lazy and I figured it out, I will leave this here incase someone might have a similar problem. My laptop was sold with the wrong charger, HP are very particular about it and I needed one with 11.8 A, my one has 10.4 I now have the right one and it works fine. Thank you everyone!

well what i mean by swapping stuff is like changing out parts such as the CPU graphics card etc and I have that laptop but with the 7700hq and 16g ram and not have had any of the issues you stated have you tried contacting hp they may be able to help

Aha I think it would be rather silly and quite impossible to swap parts of a laptop - nah they've been there since purchase and I havent touched the internals. Would only do that with a desktop.
I did, and I got it 2nd hand so no warranty and all they could do was send me some drivers which did nothing for me :/ they dont even list my model on their site anymore for some reason.
I also took it into a repair shop and they said 'nothing is wrong with it' and still charged me...
Also, could you send me some benchmarks to compare against mine if we have similar components? cheers.

would send you the benchmarks but only got it this week and haven't had the time to do full testing might try to do some tomorrow but in the middle of trying to push out a build for a customer lol

Yeah that seems extremely likely. that clock speed does not move at all. Why would it do it before it's even hit 80 C though? And my bios is very limited on what I can do, I dont know how to edit it anything on it because idk how to enter advanced mode. It's the Insyde bios.

Hey guys, the problem gets weirder. When benchmarking, If the laptop is plugged in and charging, the CPU flatlines at 798 MHz, but if on battery power it fluctuates between 1.8 - 2.3 GHz, like a normal CPU. However, unplugged I cannot test the gpu with it as it has insufficient power. Why would a laptop lower its performance when plugged in? That's really strange...
Also, It idles about 100MHz higher when unplugged, plugged in it idles at 798MHz, which means when doing any task while plugged in, the CPU will idle lower than normal and stay like that regardless of what i'm doing.

did you go in and try and alter the performance settings on the advanced battery shit on your control panel like it has the slider but you can then alter what it does in each mode i could see what i can find if you want to trust me enough to use team viewer but ik that is kinda sketchy but thought i would toss out that option

also i did that benchmark used several programs but i will just give you the scores from superposition on 1080p extreme i was getting around 3380-3400 and on 1080p high around 8500

That rig will still do just about anything you need it to do at 1080p tho so what is there to complain about?
 


When plugged in what is your Windows Power plan? It sounds like it is not set to 'High Performance'.
