Max limit on motherboars is 8 GB for 2 slots

Can I use 1x8GB and not use 2nd slot at all so I'm still at maximum 8GB ?

doubt it. but we need to know your motherboard model to know what it can handle.

but ingeneral if it is 8 gb over 2 slots, then that's 4 gb limit per slot whether you use 1 or both slots.

That is a triple channel memory architecture. And has a 24GB max capacity with a 4GB per slot limitation. It either won't work with an 8GB stick or will only see 4GB.
(I'm assuming this is your board)

Yeah I was giving an example because I want to buy some cheap board with 1 dead slot which supports up to 16GB of RAM and was thinking if it can support 1 x 16GB instead of 2x8GB.

You're pretty well limited to 4GB per DIMM slot either way. Probably better to keep looking.
