i7 7700k overheating

My friend has a non over clocked i7 7700k and he said his PC would freeze and crash a lot and I assumed it was his cpu over heating and when he downloaded HWmonitor his non over clocked cpu was running at 84c at 20% usage. If I am not mistaken that isn’t to great and when he started to play a game his temps got as high as 95c. He has plenty of room and air flow in the case and a water block on the cpu so my fist thought was that the pump is broken but it’s a fairly new pre built system (surprise lol) so my next thought was thermal paste but I don’t know if bad thermal paste could affect it that much so now I don’t know what to tell him. I think that it may be overclocked without him knowing so would I just check that in the bios or is there also a software I could use to check. Any suggestions or advice is greatly appreciated thank you for your time.

It does sound like the pump might have gone, regardless of how new it might be. If you set it back to Factory Defaults, or something worded similarly, in the Bios, it should get rid of any potential overclock it might have. Also, check to see if the pump is set to any kind of a temperature curve in the Bios as well. If its hooked up to a wrong motherboard header, the curve for that header might be neutering the pumps effectiveness.

Ok so after taking a look at the system I don’t think it was over locked and the pump is working at 100% so I couldn’t figure out who it was overheating until I noticed the radiator fan wasn’t working. He is going to replace the fan and hopefully that will solve the issue
 
Many AIO pumps get hard water deposits/'contaminants, and lose cooling capacity over time due to restricted flow...

(Some can be disassembled and thoroughly cleaned, restoring them, tohers are essentially throwaways)

Get whatever Noctua the case will accommodate...
