Cloning tool?
Free?

Absolutely.
You've been here long enough to see all my posts on Macrium Reflect.
The free version works just fine.

Specific steps for a successful clone operation:
-----------------------------
Verify the actual used space on the current drive is significantly below the size...
Free? Now you're getting tough. If I want free, I use a Parted Magic boot disk. For live, I use Acronis True Image, but I paid for that.
Umm, if the disk needs to be repaired, I would suggest not writing to it at all. Which implies not booting from it. Is the disk failing in any way?

well is a nvme samsung 960 and performance took a nose dive not usual already have a rma setup with Samsung but want to copy it to my Good 2tb drive by making a partition in the free space. I have a paid version of parted magic but yea id prefer to do it live if theres any decent free software out there. not real picky as long as it works, because once i get drive back will do a clean install

The free version works just fine.

Specific steps for a successful clone operation:
-----------------------------
Verify the actual used space on the current drive is significantly below the size of the new SSD
Download and install Macrium Reflect (or Samsung Data Migration, if a Samsung SSD)
Power off
Disconnect ALL drives except the current C and the new SSD
Power up
Run the Macrium Reflect (or Samsung Data Migration)
Select ALL the partitions on the existing C drive
Click the 'Clone' button
Wait until it is done
When it finishes, power off
Disconnect ALL drives except for the new SSD
This is to allow the system to try to boot from ONLY the SSD
Swap the SATA cables around so that the new drive is connected to the same SATA port as the old drive
Power up, and verify the BIOS boot order
If good, continue the power up

It should boot from the new drive, just like the old drive.
Maybe reboot a time or two, just to make sure.

If it works, and it should, all is good.

Later, reconnect the old drive and wipe as necessary.
Delete the 450MB Recovery Partition, here:

-----------------------------

Now...any weirdness with trying to do it in a "partition" on that new drive is all on you.
Or if there is any issue with the source drive.
