CPU cooler for I7-8700

My options are : Arctic Freezer 33 eSports, Noctua NH-C14S, Noctua NH-D9L

1) Which are best for 100% usage for 3-5 hour a day ?

And if none of the above which Liquid cooler do you recommend to me for that use but also if it can be very quiet one

2) i really consider to buy the Arctic Freezer 33 eSports and Noctua NH-D9L
will they perform well in 100% usage ?

3) it seems that Noctua NH-D9L perform better than NH-C14S why ?

My case has a limit of 15cm.
 
The Noctua NH-D9L is a very good cooler and will more than do the job. What do you mean by 100% usage? do you mean the CPU will be at a 100% load on the cores for 3 to 4 hours? if that is so, I would consider a good 240/280 AIO from Corsair/NZXT or Cooler Master though others will do as well. I have been using an AIO now for many years and they have never let me down and the temps are always consistant and good.

No, just no. It's terrible, it's worse than air coolers half the price. Like literally 20 bucks cheaper Hyper 212 Evo is better.

AIO Liquid is worthless at anything less than 100ish $$
