are gtx 660ti's compatible with gtx 760 for SLI?

Both cards are 2gb, one is an evga the other MSI. Am I right in asuming they use the exact same chip? If so, would it be possible to flash the bios of the 660ti to make it think its a 760?

And if so, how much would it be bottlenecked by a Q9550 at 4ghz? Got both cards for next to nothing

They are not the same gpu and are not SLI compatible.

But wait, you said gpu - does that mean the architecture is different? Or its more cut down? Since performance is about equal minus the driver optimization

They aren't the same GPU. For Nvidia, they have to be the SAME GPU. Cut down or other doesn't matter. The 760 only SLIs with the 760, the 780 only with the 780, etc. It's not the performance that needs to be equal, it's the cards.
