GPU Usage load at 0% on idle and games

Hi, I just got my GTX 1070 SC and I can't seem to figure out what's wrong. My usage is at 0% and sometimes it jump up to 3-6%. It does the same when I am playing CS GO for example. I have my HDMI plugged into my GPU and my CPU is an i5 4460.

Well the gpu wouldn't be rendering when alt tabbed, and these GPUs are power efficient. Usage will vary and also again vary if the game is paused or at the menu while alt tabbed. Power plans can have an effect too.

If want to check usage in real-time use Msi Afterburner and set gpu usage to show on screen. There are YouTube videos to guide you how to set it up.

Okay now the load is actually around 40% whenever I alt tab back to the game. But when I alt tab back to my browser it goes back to around 0%, is that suppose to happen?
