Need help troubleshooting a no power issue

Hello,
after upgrading my CPU, then later my motherboard, I decided to build a second computer.
I just removed the working motherboard a few days ago and built the new PC with it.
I purchased a new CPU and hooked it up to a PSU that was working before I upgraded it.

After everything was hooked up, it wouldn't power on. No sound over the system speaker, nothing.
I made sure the power source was good, then double checked the header pins to make sure the switch was hooked up right.
After that, I tried bypassing the power switch and shorting between the two pins with a screw driver.
That didn't work, so I tried a back up PSU that I had laying around(was working when I removed it from the old system)
That didn't work, so I tried the screw driver trick with that one and nothing happened.

I can hear a faint buzzing sound when I put my ear next to the PSU, so I know the PSU's are getting power, but the system is behaving like it's not getting any power at all.

What should I try next?

u have done evrything right so far but what hardware do u have? (add it to ur profile so when ppl float curser over ur thumbnail below ur name, the Hardware Specs pop up.... see mine? use it as a template.)

I think the only thing u missed is the changing MOBO battery and clearing CMOS.

Google "clearing CMOS" and look for results that apply to prob.

Off the top of my head:
Remove CMOS battery for an hour without PSU plugged into MOBO and put CMOS battery back in may be all needed to clear CMOS.

There's also the Clear CMOS jumper combined with removing CMOS battery.

Most overlooked is, removing CMOS battery, clearing the CMOS jumper and holding in the Power button in on the case for 2-3 minuets. (worked one time for me when all else...

Edit 2: so u ran the slotted screwdriver across the pins too quickly when u tested that?
