Low FPS on every game

Hello!
As of last year I've noticed huge FPS changes. One side I get higher FPS and when I look over I get lower FPS. Hopefully this can be resolved because I've been trying to find a fix for this for over a year now. A few nights ago I've noticed one GPU fan spinning slower. I've done a lot of hardware health tests and everything came back normally. but I'm convinced that my GPU might be failing. My task manager shows the GPU is always on 100% and so is the memory and CPU. my GPU runs 65 C at max and the CPU runs about the same. The computer is well vented, I've got the case open all the time and I've also cleaned it recently.

Insurgency, I am getting about 30 FPS on the highest settings and 10 FPS when I turn over. My brother has a GT430 and hes getting higher FPS on the same settings.
Minecraft, I used to get like 200-300 FPS but now I get 10-20 FPS.
Battlefield 4, Nothing much different, I used to get 80-100 FPS on low but now I get 40-60 FPS.
PUBG, forget it, that game's performance is bad anyway....

The GPU was purchased new in 2015 but everything else has been in there since 2010. I've posted discussions on other hardware threads but everyone tells me to upgrade. I understand I need upgrades I'm well aware of that but I can't do that right now. I don't have any money to spend on any kind of upgrade, I'm looking for a simple fix for now because I have to have this computer for 2-3 more years. I hope someone could help. thanks!
