Can't POST after failed OC

Ruh roh. Tried to OCing my 1950x to 4ghz @ 1.375v and got a BSOD while testing in p95. I waited a while for it to auto restart and eventually just manually restarted. That's when it didn't POST. Tried clearing CMOS via the MB's clear CMOS switch but still won't post. Going to try and clear now via taking the cmos battery out. Did I fry my CPU?

Dr. Debug code is C0. Pulled all RAM except one stick and was able to POST. I set my BIOS to normal settings, reinstalled RAM and got C0 again. Did I fry my memory? Please recommend next steps.
 
Yes. That is correct. Try all 8 separately in the same slot you used for just the one stick.
Stick to the memory tests first then move on.
Don't change any setting yet because obviously it boots with at least one of your RAM sticks.
Did you change the DRAM voltage when you changed the VCore voltage?

No DRAM voltage was left alone. Testing now and thanks. Something odd at the moment is that the BIOS is reporting the memory as "Single-Channel Memory Mode". Its DDR4 RAM. Does this strike you as wierd?
 
Since you now know that all your RAM is good, on with the next step.
Now try 2 sticks. Then 4 then 6 then 8.
All in the proper slots according to the table on page 20.
Looking for a bad slot now or an improperly installed RAM originally in one of the slots.
