GPU Core Clock frequency drops to 135 MHz

Hello.
After reinstalling my OS, a problem occured with nvidia GPU.
My 940mx's frequency started dropping down to 135 MHz randomly while running any game.
I've read other people's reports about this trouble, most of them says the reason is overheating, but mine clock rate throttles as soon as it reaches 65 degrees celsium and keeps going until it lowers to 55 degrees.
Please help!!! I've tried out everything, but I don't know how to solve this...

Could you tell me everything else that you've tried? Just so that I don't repeat anything you've already done.

What software are you using to monitor the GPU temperatures? If you use something like MSI Afterburner, you can set the temperature point after which it should throttle the clock speeds down.

Also, since this is a laptop, can you check if this problem occurs when you've connected the charger to it as well?

Yes, I've tried installing newest driver and several old drivers. Yes, I've put maximum perfomance in nvidia control panel. None of this helped so far...
