LED Lamp blinking on regular pattern.

Hopefully this is the right place to ask this.

I recently had a power outage, and after the power came back on, my two LED floor lamps both turn on for about a second and then turn off for the same amount of time. It's perfectly regular, not like an irregular flickering. I've tried unplugging them for a while, plugging them into different sockets in the house, and leaving them on for a bit to see if it was some kind of "boot up" as well as disassembling the lamp as much as I could to see if anything seemed wrong, but the lamps don't disassemble very far and I can't get at the switch portion of the lamp at all.

I've looked around online, but everything I can find seems to be talking about flickering or irregular blinking, nothing like the problem I'm having, and I don't seem to have the manual anymore.

At this point I'm mostly assuming they're just dead, but I figured I'd ask in case anyone knew of a solution.
The lamps have a built-in LED pad, not a bulb so I don't think I can change them (at least not easily), and have the name H-Welldone on the bottom.

Go back online and look again.

What may be, as you stated, regular flickering, may be to someone else (e.g, the manufacturer) irregular.

Could just be semantics (or translation faults) so ignore "regular" and try other possible fixes.
