Yes I would agree that is false. An 8700k may do slightly better in some cpu intensive games at say 1080p with a 1080 ti. But at 4k the vast majority of the load is going to be on the GPU, if gpu usage is near 100% with vsync off then you don't have a cpu bottleneck, a faster CPU would do little to nothing for you.

on 4k, the problem is more on the GPU side today.
having better proc for gaming is more for those playing on lower resolution e.g. 1080p or 1440p and want to have high fps e.g. 144/165 fps.

Ryzen definitely does not fall short of intel at 4k. That's more of a GPU bottleneck if anything.
