Why does my gpu do this?

I have a GTX 1050ti with a Ryzen 1600. When im playing Fortnite I will usually get 100-120fps, but sometimes my gpu runs at 70-88% while playing and my cpu staying at low 30's. What is wrong with it? All my drivers are updated.

I am having stuttering from how much my frames are dropping. Not sure if its just Fortnite or all my games, going to have to look into that tonight
