Xeon E5-2680 v1 liquid cooled, with HP branded liquid cooled CPU cooler, that was an upgrade option for the HP Z420. 600W Gold power supply.

Windows 10 is in Ultimate Performance in power settings, because I enabled it with CMD. I did see the CPU turbo boost go to 3.32 GHz, and this was before I enabled Ultimate Performance mode. My CINEBENCH score has been lower because it is not boosting has high, and only to 3.08 GHz. I think there is a glitch in the bios because I enabled virtualization in the bios and soon after I did that it won't boost above 3.08 GHz. I noticed this so I turned it off. I used to have the mode runtime power management off and turbo mode on, but after I turn virtualization on for the first time, each time after that, when I turn power management off, turbo mode on, it turns itself off. When I reset the Bios and try the settings again before the virtualization mode was on for the first time the turbo mode keeps turning itself off, and I need power management on and turbo mode on, to keep turbo over 2.70 GHz, the base speed GHz. I even pulled the plug and used the reset CMOS button twice with no fix before I used virtualization mode on for the first time. I think the setting bugged my Bios for good, even with it off and with a reset bios. I know it is not the Ultimate Performance mode because I just enabled it for the first time while writing this to see if it will help, but it did not, so I need help from someone.
