Intel Core i7-4790 thermal throttling. Help!

So, noticed that my games are running incredibly slow and my PC is sounding like it’s gonna take off. I downloaded Intel Extreme Tuning Utility and during the stress test it says that my CPU is thermal throttling. I tried playing around with the voltages but it didn’t help.

Here are the specs:
i7-4790 3.60 GHz
ASRock - Z97 Pro4
NVIDIA GeForce 1060 6GB
8 GB HyperX Fury RAM

And I have a water cooler, not the stock one.

It sounds like the pump on the water cooler likely failed, or the cooler came loose from the CPU. Thermal paste is not going to suddenly fail and result in 100C temperatures. Try touching the pump while its running, and see if you can feel it vibrating. If the cooler is under warranty, you might try sending it in for replacement.
either the thermal paste in your PC is toast or your CPU cooler is no longer doing its job. meaning that its no longer installed correctly or possibly your CPU cooler fan has failed. I'd go buy some thermal paste and see whats going on in there, running your PC any longer in this state is a NO NO
