Cpu and gpu dont hit 100% in games

GPU useage wont go above 33% in games.
I have an i7 7700k
2x gtx 1080 g1 gaming in sli
16 gb of 2400
Games on a samsung 1tb ssd
The cpu does not hit 100% nor the gpu
However the cpu can hit 100% as seen in stress tests as well as gpus.
Any idead?

The same thing happens on my system (ryzen 7 2700x, 1080 ti oc). CPU usage will be around 20 - 50%(depending on game) and GPU usage will possibly spike as high as 60 - 70%(depending on game). I'll play games at 1440p on high/ultra settings to. The games themselves play just fine also.

They aren't supposed to hit 100%. It's not like a race where the more effort makes you faster, the pc simply isn't challenged enough by the games to need to try harder and you've probably got something capping fps like v-sync.

You have an i7. That's 4c/8t. If the games you play are only using 1 core, at best you'll see 25% usage, plus whatever windows is using. That stress test uses all 4 cores and @100% of the thread bandwidth, so cpu usage is 100%. My i7 bounces anywhere from 35%-55% depending on my game played. Gtx970 usually 50%-60% but challenged by a 4k DSR can see 99%.

If you don't challenge the pc, it's not going to work all that hard.

Much will depend on the sli. You will not see the second card as much of any use in some games. At its height, sli got maybe as much as a 70% performance boost, but in many games it was far less. CF was worse. But that only applies to DX11 titles. For titles that run DX12 or Vulcan, you are only using 1 card.

You aren't using enough for sure, I'd run msi Afterburner in game and check to see just exactly what is being used. You can't rely on taskmanager. Gta5 is quite cpu dependent so even that i7 should be upwards of 50% use on at least 4 threads. Not sure if it's windows power settings or in game settings or even nvcp settings, but you sure seem to be being held back somehow. Almost like there's an eco setting in place.

Kara, that was my first thought also but i have checked and eveything is in settings for best proformance in everything...
I am thinking its something to do with my ram but not sure. My cpu is oc to 4.9 and gpus are also oc but i tried disabling them and nothing changes. A friend with a 1060 and i7 gets better fps than me which is why im pissed
