What will happen if I use a nvidia gtx710 2gb which is recommended to
be used with a 300Watt psu in A 450watt psu but which is capable only of handling 200watt(not more than that).

More than likely it will be fine. But please list where that 200W limitation comes into the picture. Is that the +12V rail capacity? Maybe post a screenshot of the PSU's nameplate.
