Using second screen causes GPU not to go over 80% usage.

Hi, recently i bought a 4k Monitor as my second screen and hooked it up to my IGPU from my i7 8700k. When a video or any other task that puts my IGPU under load is playing on my second monitor, then my main GPU (980ti) which is connected to my main monitor, goes only to around 80% usage while gaming. If I stop the task on my second screen my GPU goes to 100% usage. Is it possible that i can fully utilize my GPU while gaming and using my IGPU for Youtube,Twitch etc on my second monitor.

Things i tried:
-iGPU Multi Monitor activated
-clean driver installation
-Performance mode in bios activated

Specs:
GPU: 980ti
IGPU: UHD Graphics 630
CPU: i7 8700k
Mobo: ROG STRIX Z370 F GAMING
Ram: 16GB DDR4 3200

I think you should double check with MSI Afterburner or GPU-Z, windows task manager isn't always 100% accurate.
Also does the framerate drop when you have a task on your second screen?
And have you considered plugging the 4K monitor to your 980ti instead of iGPU? (if you can)
