PSU or GPU problem? HELP!

So I have a prebuilt, I know many people advise against it. But it was a great deal, and knowing a lot about Computers I knew this. And I knew there would be cheaper parts.
My specs are
-i7 8700
-gtx 1060 3gb
-16gb ramddr4
-120 gb ssd
-1tb harddrive

and I am having problems with my gpu using a lot of power, on msi afterburner my gpu uses 85-100% Power consumption while playing fortnite. Which I think is absurd for this card. I get FPS spikes a good bit. And very annoying. I get good fps though, running good on all games, but the fps spikes are annoying me. is it my GPU? PSU? Or can I help it at all by changing around settings? And my Game crashed the other day too. And my GPU Usage spikes when I get lag spikes along with FB usage. So gpu usage is kinda everywhere. Temps are fine. CPU never reaching above 60c, around 50-55c always and GPU around 65-70c always.
 
Solution
i7 8700 is a pretty good processor. If you don't have a framerate limit, most games will either max out CPU or GPU usage, try using Vsync or Fast sync (Fast sync doesn't add input lag as much as Vsync, you can enable it in Nvidia Control Panel.)
Or use something like Rivatuner to limit your FPS.
Also the lag spikes could also be from the game itself, you should search youtube or google for a fix.
