GPU & CPU Usage at 50% but game runs at 70-100 fps

This doesnt seem normal.. I tried different stress tests and my GPU and CPU CAN go up to 100% usage and are fully functional, but when I tested CSGO, my CPU and GPU went up to 50-70% usage and my game still only runs at around 100 fps dropping down to 50 or 60 in a intense moment with a lot of players and grenades.


PC
-AMD Athlon II X4 640 (3.20Ghz)
-GTX 670 (2GB)
-4GB Ram
-Gigabyte 400watt PSU

the game wont utilize your cpu to it's 100% potential games are different than stress tests, when using a stress test software it will have only one purpose that is to keep your cpu as busy as possible.
games take a different approach.

your problem is the cpu is too weak for that gpu.
even if its not at 100% usage.
i can see my gpu is stuck at 60% while my cpu is around 60% and i still know its a cpu bottleneck.
to check that try something less cpu intensive and more gpu intensive.
like increasing resolution or try heaven benchmark you will see the gpu reaching 100%.
