I get around 160 download, and 12 upload. My steam downloads are wonderful as I get 30Mb/s. I just don't understand why my online downloads are stuck at 1.1MB/s anywhere I go. I use chrome but even whilst having all of my addons disabled, my downloads are still capped. I've looked everywhere and have found no solution. Any help?

If you have no issues downloading from microsoft it rules out the browser as the problem. Since steam also works it is not likely some cap on your internet connection.

It really appears it is related to certain sites you are downloading from. Many put artificial restrictions on the download. Some like the ones you mention intentionally do it to try to force you to pay. You could of course just pay for a month and see if it magically gets faster.
What do you get from speedtest sites?

Are you running QoS? steam is port 443 and web downloads are port 80. Try plugging directly into the modem if it's not your router and testing. Everything should be 160Mbs/20MBs down. 30Mbs for steam is still a small portion of what you pay for.

Have you changed any settings on your router? some routers can only handle basic NAT with good speeds. VPN, QoS, traffic monitoring, port security, may slow them down significantly
 
Also bear in mind that the remote site might be throttling the speed to save bandwidth on their end. Failboat has a good point, though. Speedtest sites won't be throttled so that's a good way to confirm if your browser is the problem or if the sites you are visiting are throttled.

It's even chrome itself downloading at 1.1MB/s, I've even gone over to firefox and it's the same exact thing. And my apologies, steam downloads at 30MB/s not 30Mb/s.

It's literally anything that I download through a browser. Say me and my friends want to download something they're already done because they get around 20 MB/s on megaupload. Direct downloads, mediafire, megaupload, really any sort of browser download I do is capped.

But my friends don't have this issue? They don't pay for anything extra. It's literally just me.

Ok yeah, downloading straight from windows completely ignored the cap. I'm just confused as to why when my friends download anything they get no download cap wherever they download from.
 


Do they have the same isp? maybe the isp is throttling it.
