what is this drive?

Solution
That is an IDE drive with an adapter that converts its 44 pins to a card edge. Many Dell laptops in the early 2000's used that sort of drive and adapter.
Here's an image of the adapter: https://ae01.alicdn.com/kf/HTB1MIoiQVXXXXapXXXXq6xXFXXXT/121819420/HTB1MIoiQVXXXXapXXXXq6xXFXXXT.jpg
You can remove the adapter by pulling carefully. Be careful not to let one side come off first, or you'll bend the drive's pins on the opposite side. Here is a USB adapter that will let you connect that drive to your modern desktop or laptop https://www.newegg.com/Product/Product.aspx?Item=N82E16812329640
