7700k running too hot with a watercooler

So my CPU idles around 50°C, and get up to 85+, it easily got up to 100 with a minor OC with a CM 212 evo. Further OCing is impossible due to the CPU downclocking itself after a few seconds under load. Is the 7700k just a particularly hot chip with toothpaste on the die or is my CPU faulty?

UPDATE: reisntalled cooler, there may have been a gap not covered by paste and cooler was generally loose, seems fine now

I'd say there is air in the CPU block. I've been using an old Kraken x60 or something like that for 5 years or so (280mm rad) thought the new 360mm unit would be all that and a bag of chips, idle temps were up about 5 degrees and load temps were up about 20 degrees. Installed old unit, problem solved, I'm out $30 restock fee from Newegg.
Most of those upper tiered Intel chips are pretty hot and especially so when OC'd. When is the last time you checked your thermal paste between the cpu and the block? Are you sure it's properly secured and applying sufficient pressure for contact and proper thermal transfer?

I first mounted the watercooler last week and it definitely was a sufficient installation
