Bottleneck?! OR NO?!

I have a ryzen 7 2700x and a nvidia GeForce gtx dual 1060 6gb

now , with diablo 3 I get low cpu usage and anywhere from 75 -99% gpu usage . I have also tested w/ rise of the tomb raider , ill get low cpu usage and 99% gpu usage .. I used to get 99% gpu usage with diablo 3 and now im not ..ive used superposition for gpu testing and yes ill get 99% gpu usage as ive always have ..only thing that has changed is I don't get gpu usage of 99% with diablo 3 anymore ..could this very well be a bottleneck ? ive thoroughly tested these tests and im getting same results , so that's why im concluding it could very well be a bottleneck that has started ..any advice on that ?

Also keep in mind that each new driver version may change the numbers you are seeing and it doesn't really make any difference if you are seeing 91% or 93% or 98% GPU usage. In reality you are looking at the same number especially in older/lighter games that can't use 100% your more modern CPU/GPU combo. Good luck.
There is no way that your CPU is bottlenecking the GTX 1060. You have one of the best new mainstream CPUs available. No need to worry about it. As for the numbers you are presenting, they seem normal but they are just numbers. They don't matter a lot. What really matters is your fps (frames per second). Any number above 85% GPU usage should be considered good enough. Many factors affect the GPU usage and every game scene has different requirements. Some may hit 99% while others may drop to 60-70%. Also the OS and other programs running in the background affect the GPU usage. Finally diablo 3 is an old and light game (it only needs a dual core CPU). It isn't considered to be a very demanding game for the GPU and its requirements are considered too low for today's standards so you can't use it for finding a bottleneck. Good luck.

yea I kinda knew that figured that ..it just seemed strangly odd GPU usage was always 99% playing it and now the numbers are all over the place ..just seemed odd is all , that's y I questioned it
