I want to buy a pc for after effect and 3d max work. My budget is 1.5k$.Can any body let me know which one is the best machine in this budget.

For Adobe After Effects (assuming CC 2017 and later) you want as much multithreaded performance you can get. -> Go for Ryzen Threadripper
3Ds max may require more on the GPU front for hardware acceleration. -> NVidia Quadro to be safe, but if you want Gaming, then it would be slow.
