PC Slow On Fast WiFi Network

Last week I upgraded my AT&T home network to 100Mbps fiber.
All my devices run at close to 100Mbps (Macbook, iPhone, iPad) except my Win 10 v1803 PC.
I installed a new TP-Link T9E AC1900 dual-band PCI card, but I'm getting 20Mbps download speeds from Speednet.
Originally my PC was far from the router, but I moved it to 6ft away, and still getting same slow speeds.
The PC is a 2011 Dell 8300 with i7-2600 3.4Ghz CPU. There is an existing 2.4GHz wifi mini-card which I disabled.
I'd be grateful for any help in figuring out why my PC wifi speed is slow.

Your PC is getting old, (getting a new one every 5 years is recommended), so I'd check to see if your wireless network adapter needs replacing. You can check this easily by plugging your PC into your router with an Ethernet cable and checking the speed. If it's the speed that it should be, it means that you need to replace your wireless network card.

Another possibility is that your WiFi plan has a limit to the number of devices that can be on your network at once, so I'd check that out if using an Ethernet cable doesn't fix the speed.

If neither of those work, I'd say that you should just probably replace your PC.

Thanks for your replies. The speed was the same in safe mode. It runs at full speed with an Ethernet connection,

I'm working with TP-Link CS to see if they can resolve the problem. Other people have similar problems with this card in Windows 10. If they can't fix it, I'll return the card, and try either Powerline or a Wireless Media Bridge.
