Full Amount Of Ram Not Being Used

I Built My PC in February With Only 8GB Of RAM ( G skill Ripjaws V 1x8 DDR4 2400mhz), After A While I Felt The Need To Upgrade So I Bought One Of The Same Sticks. After Slotting it in It It Says 7.94 GB Usable Out Of 16. I Went In My Bios And It Only Showed One Stick Running At 2133 MHz but In Windows It Detected Both. I Thought It Was A Problem With The Stick So I Sent It Back. After Refunding I Saw A List Of B350 Compatible RAM And My Old Stick Wasn't On It So I Bought One Of The Sticks That Was On The List ( G.skill Trident Z RGB 2400 2x8 ). After installing And Downloading Drivers It Did The Same Thing I Tried Everything Including Changing Max Memory In MSCONFIG and Fiddling With BIOS and Nothing Would Work
