I am planning on purchasing an ASUS gtx 1080 8GB to use with a MSI Optix MAG27CQ QHD 144Hz Curved 27in VA Gaming Monitor.

Will this allow me to reach 144 fps with settings on ultra for most games?

Solution
No.
There's no single card that can do that but it's a strong card, capable of smooth gameplay at that resolution, just be realistic with the settings:

One notch down from the max preset has little effect on the visuals but can boost the frame rate by 30-50% depending on game.
Heavy use of AA will also slash the frame rate.
Again, heavy use of special effects like PhysX and HairWorks can have a significant impact on the frame rate.
