New Built PC boots to BIOS instead of Windows

So I recently built a new PC and here are the parts https://pcpartpicker.com/user/Obuos/saved/YCzyXL

The part of notice is my mobo the ASUS ROG STRIX Z370-E Gaming. Currently the PC boots to BIOS setup page even though I have the Windows Boot Manager set as number one priority.

Here https://imgur.com/a/NrkYhO4 is an image of my disk management which includes my 1 tb SSD, the partition, and the recovery.

I've also tried unplugging all USB and back panel connection to my computer except for the HDMI and Power, on boot but that didn't solve the issue either.

Currently, I boot to BIOS and have to boot override the Windows Boot Manager and this loads me into Windows. Save and Exiting does not boot me into Windows, instead it repeats the process and pushes me into setup BIOS. I've also updated the BIOS.

I've also ran into a weird issue where my keyboard is unresponsive before the setup screen appears, so when the option to press F2 or DEL before BIOS setup. There is no response to me pressing these keys, I've also tried another USB Keyboard but experienced similar issues. Which also means I've been unable to press F8 to select boot settings.

Things I may look into: Resetting CMOS, moving SATA connection (currently have my SSD with Windows on SATA 3), and a clean install of Windows (any tips on this or helpful links are much appreciated).

Is there a firmware update for the SSD ? for UEFI ? Try using sata port 1. Contact the Crucial Forum/ Support and I would specifically ask if it is normal for the SSD to be identified only by its model number in UEFI / Windows 10.
But the keyboard issue is a coincidence and I hate those. A reinstall may be the last but best option.
Just to be clear on the facts:
the part list shows 2x1TB drives but there is only one drive in Disk Mgmt and only one in Boot Priority which drive is only referenced by a number and a sata port number (3).
Are there 2 drives connected and are the two drive instances the same drive ?

I'm so sorry I forgot to mention I currently only have my SSD connected, the HDD hasn't been added yet.

I've tried switching around the priorities. If it helps my SSD is connected to sata3.
