Latency spikes, disconnections and stability issues even on ethernet connection

So, for two months now I've been having connection issues which I've done a lot of things to try and fix it myself and from the ISP's end, and so far there hasn't been a permanent fix.

In Overwatch, my top priority, I keep getting latency spikes where everyone is stuck in their animations and position, which last for 10-15 seconds where after that I'm either put into the main menu and rejoin the game, or I get completely disconnected.

In browsers and Discord when this happens, everything is stuck buffering including the messages waiting to be sent or websites stuck loading, and after 10-15 seconds the site loads and Discord messages all send at the same time and for some reason the message before the recent one is sent again.

What I've done to fix this:

• Ran a thread with Blizzard support themselves (They said there are latency spikes on the route to the servers, that the router might be faulty or it's the ISP's fault)
• Flushed DNS
• Restarted my router countless times
• Checked my cables and cable setup
• Disabled any restricting features on my router control panel
• Allowed all Overwatch ports on my Windows firewall
• Ran Overwatch with “Run as Admin”
• Contacted ISP (with their statistics they said our connection looks fine, and the "technician" that came to check everything said that the router and speeds are ok and that "he can't fix it" that it isn't the ISP's fault)
• Tried different cables
• Turned off energy saving settings in “Adapter Properties”
• Checked my RAM, HDD, SSD, CPU, GPU for any errors (no errors were detected)
• Tested on other computers and phones, issue happens with everyone in the house

A note about the adapter properties. Disabling control flow first fixed the problem for 4 days, and then the issues returned even with the option disabled, and then when I disabled interrupt moderation the issue was fixed for two days but the issues came back again EVEN with both of the options still being disabled. I disabled two more options today which were said to be bad for gaming and it fixed it but I don't think they'll last long. I don't understand how the issue returned with the options remaining disabled and them fixing the issue for a short time.

If anyone can provide any sort of help it would be extremely appreciated as I'm a highly competitive player and these issues are really stopping me from doing what I love, and are making daily browsing texting a pain.

Unfortunately enough, the issues still happened even with a new network card. I went to my ISP's offices and the guy at the helpdesk told me, and even showed me on his screen that there are "no issues" by looking at our connection from them to us. They also said that the router is working fine and based on everything I told him that I did that he himself doesn't know/understand why we're having issues, but that he will contact his technicians to arrange for them to come and check everything, and this time they'll most likely be actual technicians. But I'm still just bamboozled why there are issues if there are apparently "no issues" from both sides
