100% Packet Loss!

I have 100% packet loss and because of this im getting disconnected when I play games like csgo
To test it I used https://freeola.com/line-test/ (It FAILS the test with 100% packet loss)
I ALSO RESETTED MY ROUTER to factory settings but still the same, i also made a clean install of Windows 10 (Downloaded from the official microsoft website april 2018 update)
HOW TO FIX THAT!? I WANT TO PLAY CSGO

100% packet loss indicates you aren't accessing anything, in which case I'd call your cable company to make sure your modem is receiving a signal. Or does this packet loss only occur on the game server? If so, your firewall might have it blocked.
