That rig is ~9 years old and I'd really need a new one, but the new Nvidia cards coming likely on August 30th, should I wait or just pick up a 1080 with i5 8400 and 16GB ddr4 3000Mhz?

If you can get by on your existing PC for a few more months, then try to do so. It's worth it to see how the video card market shakes out when the new video cards are available.

Part of the wait is just to reduce buyer regret. We don't know for certain if prices will actually drop for existing GPUs after new ones release (assuming they got released). I personally would wait "up to" a maximum of 3 months, and just buy a high performing card with performance-per-dollar in mind, as long as it fit with my budget.
Bear in mind that you will need a whole new system for a powerful GPU, seeing that your current one got low specs.
