Is high Cpu usage with low temps bad for the pc?

While under load, I have noticed that my AMD Fx 4100 has all 4 cores at 100%, but has a thermal margin of about 40 degrees Celsius. According to AMD overdrive. Im not getting the best fps also.
Could having my cpu at 100% damage it, like high temperatures? Also could i still overclock it with this high of usage for a smaller thermal margin and better fps?

I have a 1070 ti gpu, which i know is being bottlenecked by my cpu, that generally stays cool with decent usage %. Could that have anything to do with it?

If you run a processor with it's thermal/voltage limits, it will essentially last forever. Using it at 100% won't make it 'wear out'.

Although, current intel processors are designed to degrade over time, because the material they use between the heat spreader and the die dries out which makes the important parts overheat. Your AMD chip is probably using solder there though, so age shouldn't be an issue either.
Usually that CPU with stock voltage with correct fan speed should be under load very well under 60*C (I have it with AMD copper cooler).
Having your CPU at 100% load for example on OCCT at 99*C could damage it, the only things that can kill it is the voltage and Temperature, as the voltage increases and passes the safety voltage of CPU it could kill it instantly, but thats not the true since the temperature also has some bit into this, if the CPU is liquid nitrogen cooled, and voltage is waaaay above and CPU temps is very well under -50*C for example, it wont happen nothing to him under short period of time.

In short, CPU usage has nothing to do with degradation of CPU, only voltage above maximum specification and temperature.
