GTX 1060 3GB Code 43

About 3 months ago after I reinstalled my GPU, I turned my PC on and everything was very sluggish, and I could run no games. I checked Device Manager and it said that my GPU had run into a problem so it stopped it. I rolled drivers back to the very first drivers I had installed for my graphics card and it worked. But about a month when I turned my PC on the same thing had happened. "Code 43" and the device was stopped, except this time any drivers I install for the VGA do not work and I get the same error... Ive Ran DDU and ive tried all the driver versions available on nvidias website to no luck. I thought the motherboard was the problem because it had also been under clocking my old CPU due to failed OC and socket damage. So the past month Ive saved up and upgraded to the new platform and ive still had no progress... Any help is greatly appreciated. Thanks in advance!

B350 PC Mate
8gb x 1 2666 DDR4
GTX 1060 3gb PNY version
500W Bronze EVGA PSU
Kingston SSD
WD Blue HDD

EDIT: I forgot to mention that my MOBO has 2 PCIx16 slots, the first slot it didnt even boot into, and the 2nd slot im getting the same error as my old mobo. I fear it may be a problem with my GPU after all... Is there anyway I could sell this as used or sell it at all? Or will this problem persist with the GPU forever?
 
Solution
If the GPU is the problem and not working (or otherwise not fully functional) then you should not sell it at all or even attempt to do so.

You might find some hobbyist who would like to experiment with the GPU or strip off components - just give the GPU to that person.

Otherwise just properly recycle the GPU.
