Does this persist across reboots and pop up as soon as you log into windows? Open up task manager, go to the Startup tab and see if there's something listed that looks like the culprit and disable it (and potentially uninstall it if you want).
No this is in a game not in windows. This doesn’t appear in every game oddly. It does stay even after rebooting. Do you have any idea what software this counter belongs to? I can’t seem to figure it out. Tried shadowplay and checked Razer synapse but it wasn’t either of them

That's NZXT Cam software. You should see the symbol in the bottom right of desktop. It's a circle that almost looks like a sun.
Click on the symbol and then settings and general. You should see an option for FPS display.
