ASUS GeForce GTX 1070 Ti not working

this is my psu which i haven't found in the pcpartpicker site.
As you can see in my build my current gpu is a Gigabyte GeForce GTX 1050 and i wanted to upgrade so i bought a ASUS GeForce GTX 1070 Ti STRIX GAMING A8G.
I changed them and when i wanted to start up my pc there was no boot and the led lights were red and pulsating, after a bit of research, i saw a post in which a gentleman was suggesting taking out the CMOS battery so the BIOS will reset. i did that as well and its still the same. (just as a note, i also surely plugged in the 8 pin PCI-E connector coming from the psu).
From what i read from other sources the pulsating red light means not enough power. Should i get a bigger psu ? or is the problem something else ?
Could you help me with this ?

The connector from the PSU should be a 6+2 labeled PCI-E, dont use the 8pin labeled EPS.

Looks like a crap PSU to be honest, I would get something decent from Seasonic/Superflower/Corsair/EVGA/XFX.
I think the power supply suggestion is a good one.
I don't even recognize the brand of the one in the picture.
If you want to be 100% sure it's the PSU you can measure the voltages with a voltmeter.
You can google how to do this. It's easy.
The positive voltages must be within +/-5% and the negative voltages must be within +/-10%. If they are not. This is most likely the problem.
 
I would suspect your psu.
I can think of no quality psu that does not have at least two 6+2 pcie connectors that is in the 550w class.
If yours has only one, I suspect it is a low quality unit that can not deliver its advertised power on 12v.

See if you can't test with a known good and high quality psu.

There is also the possibility that your new card is defective.

What is your cpu?
If you are using a beast like a FX-9590 that could be a problem.

I am 99.9% sure it is the psu. You do not really need more wattage, you need more stability and clean power delivery. I am very partial to the Seasonic Focus line. I have always had good luck with them
