No, it would be heavily game dependent on how well it would handle the game. If you want to do 1440P gaming then a min of a 1070 but a 1070ti or 1080 would be better options.

As long as it's paired with a good CPU then med-ish settings is reasonable at 1440P.

If your going for a monitor upgrade then 1440P/60hz is fine, you may not be able to max everything out however your monitor should be your least upgraded part so going with a higher resolution will be fine until you decide to get a better GPU and then you'll be able to max everything out at 1440P.
