Dell OptiPlex 390 SFF GPU vs 240W

I just got off work scoring essentially a free dell optiplex 390sff [tower](https://www.amazon.com/390-SFF-Bluetooth-Professional-Refurbished/dp/B075ZZ3Q4G/ref=sr_1_13?ie=UTF8&qid=1532759660&sr=8-13&keywords=Dell+Optiplex+390+SFF+Desktop) without hdd or peripherals(I have my own) and the product key for windows.

I want to add a decent low profile graphics card to it with hopes of using either [this 1050ti](https://www.newegg.com/Product/Product.aspx?Item=N82E16814500417) or [this rx 560](https://www.newegg.com/Product/Product.aspx?Item=N82E16814137308&ignorebbr=1#fullInfo) but I do worry about wattage rating of the Proprietary [PSU](https://www.newegg.com/Product/Product.aspx?Item=9SIAC3K4YS8358).

this [link](http://www.tomshardware.com/answers/id-3272855/optiplex-390-gpu-compatibility.html) talks about how I can theoretically use these gpu's but this [video](https://www.youtube.com/watch?v=TlXLN0sxZMk&t=2) tells conflicting stories. The PSU on this small form factor dell pc says +5V and +3.3V cannot exceed 60Watts, and the motherboard lists a 6V/5amp pcie graphics card slot with no mention of wattage, but a quick watt calculator online put the pci slots numbers at 30 watts which is far less than the max put on the PSU limitations that were stated.

Will I be able to us This Computer as a cheap upgrade to better enjoy war thunder? Will I have to just settle for something like this passive cooled [1030](https://www.newegg.com/Product/Product.aspx?Item=N82E16814137319&ignorebbr=1) instead? Trying to avoid the low settings my laptop is stuck with, only trouble then is transfer from 1600x900 to 720p which I have currently no idea is better or worse.

Thanks for finding all component links. Personally I am NVIDIA guy, so Zotac will work. I seen trusted confirmation that this card works on similar Optiplex.

With this card and if your CPU is faster than Dual core 2.4 GHz, you should play this game on High to Max settings (CPU is the question).

Thanks for answering that bit!

I would also ask since I just now thought of another issue I will be concerned with being networking. is there a working USB stick I can use as a WIFI antenna since there is no room for a wireless networking card? Or should I find a wifi range extender that has an ethernet port I can plug into?

And can I reinstall the windows 7 through my old windows10 stick and the attached windows7 product key in the case?
 
I am a bit confused.

Windows first. Which Win was installed at work, 10 or 7. If it was original 7, you can not instal 10 for free. If 7 was upgraded to 10, then you can instal 10.
Or you want to instal 7 using USB with Win10? I don't think it is possible.
Do you have (how you are posting here?) another PC or laptop to use internet?

I can try to see my old sources for a legit Win 7 image download? Which one this PC had, 32bit or 64 and was it Home, PRO or Ultimate?

Do you have Internet router somewhere around, but not near this PC, is this correct?
There are some options for this matter, including PCI wireless cards, I used one of those before. I don't like USB networking sticks, had issues with those.

To clarify on the windows bit:
I am inclined to believe this machine originally used windows 7. I am toying with the possibility of using my old windows 10 installation stick to boot the windows installer and using the dell's product key in hopes that my stick can also load windows 7 using the windows 7 product key. I am trying to avoid resorting to buying new Windows or using a Linux distro like Ubuntu since they tend to remind me of the MAC OS which has always irritated me. tl;dr I want the original windows 7 the machine came with and think my windows10 usb stick can help with that.

I am posting with my laptop right now.

for networking:
the modem and router are on another side of the apartment which is not wired with rg6 coax cable throughout the building(fiber optic drop cable was expensive and the landlord is cheap so they just drilled into the wall and fished a line through, sealing with paste).
I cannot use a PCI wireless card since a GPU would block access to the port for the wireless card to fit in.
 
OK. Original Win 7, do you still have a sticker with Tag Number, PM me or go yourself to https://www.dell.com/support/home/us/en/04
Plug your number there and check with which exact windows version your PC was shipped (unless there is another small sticker with Windows logo and version model).

Embedded serial is only for that version, say if you had Win 7 32 bit Home, you can not instal Win 7 PRO 64 bit, you got the idea.

regarding networking, I forgot that you have SFF, my bad, will look around. Here it is just about checking reviews, there is no magic here.
 
I am out till August 2, has to finish new Dell cleanup for my friends - privacy like removed Cortana, convenience disabled Win 10 Updates (I hate when updates suddenly starts and it takes sometimes forever), removed Dell supplemental software and loading with good software.

If something urgent, I may answer if easy, if not urgent - will wait till August 2.
