IBM System x3100 M4 2582 won't turn on

So i have been having an issue lately with this server. Have tried a number of things to no result.

- Replaced PSU
- One by one removed and reinstalled components, video card, DIMMs, cpu. Hard drives and other similar hardware components are disconnected.
- Reset BIOS
- Tried jumper swap to load backup BIOS
- Tried jumper swap to load backup IMM code
- Checked power on button, its functioning properly
- All power cables are connected properly
(could not get a single error code beeps out of it at all, no matter what i removed)

I will describe exactly what is going on.
So once i turn on the PSU, 3 lights on the motherboard light up.
First one is Standby Power LED which is located above the DIMMS and is lit up with no blinking
Second is RTMM Heartbeat LED which blinks steadily at 1Hz (once per second)
Third is IMM Hearbeat LED which blinks at 8-10Hz (its pretty rapid constant blinking, never changes)
Now this is what happens to front Power LED when i turn PSU on. It starts blinking at 4Hz, after a little while, 20sec or so, blinking stops for about 30 seconds with light constantly being on and goes back to 4Hz again.
After all this nothing else happens, no matter what i do i cannot get it to start, no fans running, nothing.

I would much appreciate any advise you can give me, totally stuck. Thanks.
