You can absolutely game on it, but you're not going to have the same kind of performance as you would with a newer platform. Do you already own these parts?

What do you mean by "heavy gaming"?
What graphics card will you be running?
What resolution will you be running?
How many monitors?
What kind of quality in game settings?
The 4770k is 4 generations back, being first series Haswell. There are still plenty of people gaming with CPUs even older than that, Sandy and Ivy i7's etc. and they are able to play well enough, but compared to newer platforms there IS going to be (Here it comes, my least favorite word) bottleneck issues if you are running a big, modern card.
If your expectations are reasonable then there is no reason you can't run a big card and have a fairly capable gaming system. If you had a Z series motherboard and could overclock that CPU you could even eek a bit more out of it.
All told, much depends on the graphics card, resolution and settings you expect to be able to achieve as well as what titles you plan to achieve it on but it is of course never going to have as much performance as a system using a more recent AMD or Intel platform. There WILL be aspects of performance where you take a noticeable hit due to not having the same overall performance as something newer but it may not even be noticeable to you unless you are really trying to bring the heat.

That CPU will be fine if you are pairing it with a GTX 960, but you will not be playing most 3A games at max settings with a GTX 960.
