TL: dr : RMA'd the motherboard 2 times. RMA'ed the ram. Reinstalled windows 3 times. Still having the issue.( games crashing, BSOD, google chrome even flashes black sometimes)
or YOUTUBE EXPLANATION https://youtu.be/vW5o8p0x5ak
SPECS:
RYZEN 5 1600
B350 Tomohawk
8GB 3000mh/z corsair (running at 2133)
GTX 1060 6GB (not the issue, I used a 960 and still had the problem)
EVGA 700B PSU
So around this time last year, I built my first gaming pc ever. The PC did not post, I had CPU light error code. RMA #1 when i got it back posted sometimes. #rma 2 Posted sometimes (sent a new mobo) Then I ram'ed the ram, Now the pc posted.
I used the hard drive from my old pc, and windows booted i installed the drivers. Games kept crashing and pc kept BSOD. (VIDEO_SCHEDULER_INTERNAL_ERROR). I reset windows choose restore default dont keep my files. Then I reinstalled the drivers. Same issue. Took it to my local pc repair shop twice, they reset windows and kept my files. Same issues, but less often. So yesterday i wiped the hard drive completely, reinstalled windows. Let the pc update and do its thing. Then installed only my GPU drivers (not the chipset drivers, because i wanted to see if maybe that could be the issue) Games still crash, but the pc has not BSOD in the 10ish hours I have had it on.
CONCLUSION
I built my pc 1 year ago, I have not been able to play games on it (the reason i built it) I honestly have no idea what to do. I have spent over $300 to get this pc working on a system that is worth about $700 . I dont have much money to buy new hardware, take it to geeksquad or my local repair shop for that matter. You are my last hope.

Solution
confirm the GPU is getting proper power from the power supply. check any supplemental power connection from the PSU to the GPU. (disconnect the cable, look at it and make sure one of the pins is not pushed out of the plastic holder, make sure the connector is not charred and reconnect it.

------------
update the motherboard sound driver from the motherboard vendors website.
since you have a RYZEN cpu, make sure your bios and motherboard drivers are up to date.

check

-----------
remove any GPU overclock driver, if you have a factory overclocked GPU, you might want to underclock it.

if you can not figure out the problem, you should put the mini memory dump on a server, share it for public access and post a link.

for this type of problem you most likely will need to change your memory dump type to kernel and then put the kernel memory dump on a server. it will have better debug info in it.

be sure to update the bios and removed any overclocking since it will be assumed to be the cause if it is detected in the memory dump.

you might also want to run a malwarebytes scan since stupid malware is often run bitcoin mining on the GPUs now.
