Opinion would be a complete mismatch with the monitor/settings?
If you play CS:GO at 1024x768 on low settings, neither the CPU or GPU are likely to break a sweat (ie <50% utilization on both).
Sure, I'd expect you'd see 300-400FPS........
BUT, you could achieve those kind of FPS numbers on 1024x768 Ultra settings...... Or even 1080p low(ish) settings in the 250-300FPS range more often than not.
